Education Dept: Strict Orders on 127 Staff Transfers
Bikaner |The state government's Education Department has released a list resolving the grievances of 127 ministerial employees. Along with this, the department has also issued detailed and strict guidelines regarding transfers. In the order issued by the Directorate of Secondary Education, concerned officials have been given strict instructions to ensure immediate compliance with the orders.

New Rules of the Education Department on Transfers

The order issued by the directorate clarifies that it will be mandatory to follow certain special rules in the transfer process.

The purpose of these rules is to bring transparency to the transfer process and streamline the system.

Instructions for TSP and Non-TSP Areas

According to the order, personnel transferred from the TSP area to the Non-TSP area and from the Non-TSP to the TSP area will not be relieved or allowed to join for the time being.

The department has stated that further instructions will be awaited in all such cases, and only then will any action be taken.

Orders for Immediate Joining

Employees who have been transferred will have to be relieved from their current place of posting immediately.

The order states that they will have to join the new place of posting online through the Shala Darpan portal without availing any joining time or leave.

Warning of Disciplinary Action

The department has also warned that if there is any negligence in complying with these orders, disciplinary action will be taken against the concerned officer and the controlling officer.

Special Conditions for Voluntary Transfers

The department has implemented some special conditions for employees who are getting transferred on their own application.

No Joining Time and Travel Allowance

The order clearly states that in cases of voluntary transfers, joining time and travel allowance will not be payable as per rules.

For this, an affidavit will be taken from the concerned employees before they are relieved and join. In this affidavit, they will have to declare that they have opted for the transfer voluntarily and will not demand joining time and travel allowance in the future.

Action for Seniority Deletion

If an employee's district changes, an affidavit of consent to terminate the seniority of the previous district will also be taken from them. After this, action will be taken to delete their old seniority as per the rules.

These Employees Will Not Be Relieved

The department has instructed not to relieve or allow certain categories of employees to join for the time being.

  • Employees who have obtained a stay order from the court.

  • Employees who have been absent for a long time.

  • Employees who are on study leave.

  • Employees who are under suspension.

  • In all these cases, new instructions will have to be obtained by informing the directorate, after which further action will be taken.

    Other Important Instructions

    The department has also clarified that the seniority of employees transferred from one district to another in Mahatma Gandhi Government Schools (English Medium) will remain in their original posting district.

    Also, this order will not be effective for such employees included in the list who have retired, taken voluntary retirement, or whose service has been terminated. Officials have been asked to immediately report such cases to the directorate.
