Bikaner | Major financial irregularities have been exposed through internal audit reports in the Education Department. These reports have found deficiencies in GST-TDS deduction and serious errors in cashbook maintenance. The department has taken this seriously and issued instructions for improvement.

Serious Flaws Found in Internal Audit

The recent internal audit report of the Education Department has found a lack of financial discipline at many levels. According to the report, a deficiency in GST and TDS deduction has been observed as per rules.

Along with this, many types of errors have come to light in cashbook maintenance. Lack of stock entry and heavy negligence in the disposal of unused materials have also been recorded during the audit.

The report also mentions that overpayment of travel allowance has been made. Apart from this, the logbooks of government vehicles are not being maintained correctly.

Negligence in Payment and Tender Process

During the audit, the case of non-payment of electricity and telephone bills on time has also come to light. This creates a possibility of additional financial burden on the department.

Many types of deficiencies have also been found in the tender and payment process. The department has started the process of improvement by keeping all these points in the category of financial irregularity.

Strict Instructions to District Project Coordinators

Taking these irregularities seriously, strict instructions have been issued to all Additional District Project Coordinator offices. They have been asked to ensure deduction from bills as per rules.

According to the instructions, deduction of GST, TDS, and Income Tax from all bills will now have to be ensured on time. The concerned officers will be responsible for any delay in this.

Mandatory Maintenance of Updated Records

The department has instructed all offices to keep their records updated. This mainly mentions the following registers:

  • Correct maintenance of cashbook and bill register.
  • Keeping the check issuance register updated.
  • Regular maintenance of store and tender registers.
  • Keeping all financial records in an updated status.

Ensure Compliance with RTPP Act

To bring transparency in the procurement process, instructions have been given to strictly follow the RTPP Act 2012 and Rules 2013. Any procurement should be under this Act.

Instructions have been given to follow the prescribed procedure for the disposal of unused materials. Strict monitoring has been ordered to prevent overpayment of travel allowance.

The department has clarified that the amount should be spent only according to the approved head. Change of head or unauthorized expenditure will be considered financial indiscipline.

Orders to Submit Compliance Report

All Additional District Project Coordinators will have to prepare a compliance report of the internal audit reports. It has been made mandatory to submit this report to the Council on time.

The objective of this step is to bring financial transparency in the department and reduce audit objections in the future. All officers will have to ensure literal compliance with these instructions.
