Jaipur | The formal start of Panchayat elections in Rajasthan has begun. The State Election Commission has issued the notification for the first phase of elections. Along with this, the nomination process for members in 16 Zila Parishads and 104 Panchayat Samitis of the state has started.
Nomination Process and Important Dates
Nominations for Zila Parishad members can be filed at the district level. Meanwhile, the nomination process for Panchayat Samiti members will be completed at the sub-division level.
The last date for filing nominations has been fixed as October 13. Interested candidates can submit their applications by this date.
In the first phase itself, elections for Panch and Sarpanch will also be held in 3314 Gram Panchayats. The nomination process for these will be completed just one day before the voting.
According to the Commission, the nomination process for the post of Panch-Sarpanch will be completed on October 23. After this, preparations for voting will begin.
Detailed Description of Election Phases
About half of Rajasthan's 6940 Gram Panchayats will get new Panch, Sarpanch, and Up-Sarpanch this month. The Commission has made full preparations for this.
According to the State Election Commission, the election process in 3314 Gram Panchayats of the first phase will be completed on October 25.
After this, it will be the turn of the second phase. Voting and election process in 3626 Gram Panchayats of the second phase will be completed on October 31.
Elections for the remaining two phases will be held next month. The administration is finalizing security and other arrangements for these phases as well.
Special Facilities for Polling Personnel
The State Election Commission has taken special care of the facilities for the polling parties this time. Polling party employees, including security personnel, will no longer have to carry bedding with them.
The Commission has assigned the responsibility of arranging mattresses, sheets, and pillows for the polling personnel to the District Election Officers.
Polling personnel will stay for about five days during election duty. In view of this, the District Election Officer will also arrange for a cook and helper for them.
The polling personnel themselves will bear the cost of this arrangement. For this, the State Election Commission will pay Rs 2200 to 3450 to each polling personnel.
A total of Rs 17650 will be given by the Commission to each party for the expenses incurred in five days. This amount will be spent on various arrangements.
A party will consist of a total of 6 employees from Assistant Polling Officer to Returning Officer. All of them will get a total of Rs 2550 on a daily basis.
10 Major Restrictions for Peaceful Voting
The administration is in full action mode to ensure fair and peaceful voting. For this, 10 major restrictive orders have been implemented.
There will be a complete ban on leave for government employees and leaving headquarters without permission.
The use of loudspeakers will be completely prohibited from 10 pm to 6 am.
It will be mandatory to take permission from the concerned department for organizing campaign vehicles, meetings, and processions.
Under Section 163 of BNSS, a strict ban has been imposed on the public display of weapons.
Campaigning time for Sarpanch candidates will be limited and victory processions will not be allowed.
The administration will keep a close watch on those making any kind of provocative posts on social media.
The use of mobile phones will be completely prohibited within a 200-meter radius of the polling station.
Dry day has been declared 48 hours before voting and on the day of counting.
Administrative officers have been instructed to strictly follow the election code of conduct.
Any kind of political event without permission will be banned.
The administration is committed to making the election process transparent and safe through these orders. All District Election Officers have been instructed to remain alert.
